ChallengeBuild an efficient digitalisation in agricultureSolutionAccelerated technology adoptionRobust protocols, systems, and processesNew/updated government policy or regulationOutcome11 frameworks and 24 use cases identified to support technology implementationMultiple partnerships established to support pilotsOngoing pilots and adoption of new AI systemsIntegrating advanced AI technologies in agriculture is required to build the scope and pace necessary for a digitally enabled transformation India’s agriculture sector. To capitalize on the potential of emerging technologies for agriculture the AI4AI initiative was founded, in collaboration with the Ministry of Agriculture, the National Institution for Transforming India (NITI) Aayog and the Ministry of Electronics and the Government of Telangana. Phase I of the project engaged 60 plus partners across government and business to identify the key opportunities for AI across 4 areas: intelligent crop farming, smart farming, farmgate-to-fork, and data driven agriculture. This resulted in key recommendations to advance AI4AI develop India and in other countries such as Colombia. These recommendations are now being used to implement designed, large-scale pilot projects (with organisations including Digital Green, Technoserve and Dehaat) to realize the value propounded in the major frameworks and use cases developed. Use cases include, among others, sowing window prediction, tillage estimation, crop detection and health monitoring, pest incidence prediction and early prediction of crop yield. System improvements, such as the deployment of an AI-based quality assaying model, have also been introduced as a result of the initiative thus far.

ChallengeMake the global smart city market healthier and more efficientSolutionBy uniting municipal and national governments, private sector partners and city residents around a shared set of guiding principles and a common policy framework for implementation of smart city technologiesOutcomeCurrently, 36 cities are working as pioneer cities to implement five model policies.Aim to reach 200 cities within the next 1-2 years through develop new digital platform and develop regional cities networkEstablished in June 2019, the G20 Global Smart Cities Alliance on Technology Governance unites municipal, regional and national governments, private-sector partners and cities’ residents around a shared set of principles for the responsible and ethical use of smart city technologies. The Alliance establishes and advances global policy norms to help accelerate best practices, mitigate potential risks, and foster greater openness and public trust. This initiative, has grown steadily. over the past years. With strong leadership by C4IR Japan, the network has been working with 36 pioneer cities and has released six model policies to guide smart city development. The initiative is currently expanding in scale through regional cities communities in areas including India and Latin America and is piloting the model policies with government and business. Alliance activities have been guided by the Governing Smart Cities report developed to provide a benchmark for the ethical and responsible use of smart city technologies. In 2020, the G20 Global Smart Cities Alliance was recognised as a key initiative for leading urban technology governance, receiving the Governance & Economy Award at the 2021 Smart City Expo World Congress. The Alliance continues to expand, working with ‘Pioneer Cities’ to test roadmaps can trial policies and work with Alliance to address gaps in local governance.

In February 2011, Christchurch was struck by a severe earthquake that killed 185 people and caused significant disruption and damage to large portions of a city already weakened by an earlier earthquake. In the response to the quake, volunteers and officials at the recovery agencies used open data, open source tools, trusted data sharing and crowdsourcing to develop a range of products and services required to respond successfully to emerging conditions. These included a crowdsourced emergency information Web app that generated 70,000 visits within the first 48 hours after the earthquake; a series of geographic information system (GIS) data sharing agreements between agencies that enabled the successful provision of mapping services throughout the response and recovery; websites using open property data that enabled citizens to check the status of their homes and land, and generated millions of hits within hours of release; a construction intention viewer built using open data and open source tools that saved NZ$4 million in construction costs within its first year of use; and a crowdsourced competition for school children that generated over 18,000 new building footprints for open property databases at a cost of $0.02 per footprint.

LinkNYC is a public-private collaboration in New York City that aims to replace the city’s antiquated network of payphones with smart kiosks that enable high-speed Wi-Fi, phone calls and other city services at no upfront cost to the public or taxpayers. It is financed through advertising on digital displays at the kiosks and other auxiliary services, with a revenue-sharing agreement between the city and the privatesector partnership that was selected to develop what became LinkNYC. LinkNYC demonstrates how leveraging public assets and city spaces in new innovative ways can create business opportunities for the private sector, create value for residents at no cost to taxpayers and provide new revenue streams for city budgets.

The mission of Open & Agile Smart Cities (OASC) is to unite cities and communities around the world to build a global market for solutions, services, and data based on the needs of cities and communities. To achieve this mission, OASC champions the Minimal Interoperability Mechanisms (MIMs), a set of practical capabilities based on open technical specifications that allow cities and communities to replicate and scale solutions globally. The MIMs are developed by the OASC Technology Council and governed by the Council of Cities and the Board of Directors.MIMs provide the technical foundation for procurement and deployment of urban data platforms and end-to-end solutions in cities & communities worldwide.

When assessing engagement strategies and activities, the level of readiness of an Open Data initiative and the data literacy of its users are primary factors to consider. To engage a variety of stakeholders as an Open Data program develops, the following strategy addresses both the readiness level and the initiative’s audience, and may help inspire and empower citizens to use Open Data and maximize value to the public in practical ways. The strategy is comprised of four stages: Early Engagement, Capacity Development, Use & Re-use and Further Development.
